Owing to the circumstance that cases of

desertion such as Mr. Hallifax drew attention to are not un-

known in the old Colony and to the tendency to use this

Colony as a base for trafficking in women, it was considered

advisable to apply the Ordinance to the whole Colony and not

to the New Territories only.
